Technopolis Development Authority Board Fully Constituted Under New Act

The Technopolis Development Authority Board has been fully constituted in accordance with the Technopolis Act, 2026, following the appointment of Mr. James Musee Nduna, Ms. Yvonne Teresia Ogwang and Mr. Yunis M. Omar.

The appointments mark a significant milestone as the Authority advances the operationalisation of its new expanded mandate under the Technopolis Act, 2026.

The Technopolis Act, 2026 (No. 13 of 2026), which commenced on 29 May 2026, establishes the Technopolis Development Authority and provides for the composition of its Board under Section 7.

The Board comprises representatives from key national institutions, a nominee of the Council of Governors, competitively recruited members, and the Authority’s Chief Executive Officer serving as an ex-officio member.

The latest appointments complete the Board’s constitution under the new Act, bringing together expertise in governance, law, public administration, strategic communication, ICT, digital transformation, cybersecurity and digital payments.

Ms. Yvonne Teresia Ogwang joins the Board as the Council of Governors (CoG) nominee, bringing 15 years of experience in strategic communication, public affairs, digital governance, policy dialogue and institutional reputation management.

She currently serves as Head of Communication and Manager in charge of the ICT and Knowledge Management Committee at the Council of Governors, where she supports Kenya’s 47 county governments through strategic communication, stakeholder engagement, policy translation and digital transformation agenda-setting.

Her appointment brings a valuable county government and devolved governance perspective to the Board as the Authority works to expand the Technopolis model beyond Konza.

Mr. James Musee Nduna joins the Board as the designated representative of the  office of the Attorney General, bringing extensive experience in law, governance, public administration and institutional leadership.

He is a Senior Advocate of the High Court of Kenya and has held senior legal and leadership positions across government institutions, including legal services, judicial administration, public sector governance, policy development and institutional management. His appointment strengthens the Board’s capacity in legal oversight, governance, compliance and institutional accountability.

Mr. Yunis M. Omar, joins the board as Alternate to the Principal Secretary at the National Treasury, and brings extensive experience in ICT, digital transformation, cybersecurity and digital financial services. He currently serves as Director of Government Digital Payments at the National Treasury, contributing to the modernisation of government digital payments and public service collections.

His previous leadership roles include Director of Cybersecurity at the State Department for ICT and Digital Economy. His experience across government and the financial services sector brings critical expertise in digital infrastructure, cybersecurity, fintech, ICT governance and digital payments.

The fully constituted Board will provide the governance foundation for the Authority to implement its expanded mandate under the new Act. Speaking on this  development, Technopolis Development Authority Chief Executive Officer John Paul Okwiri said the constitution of the Board marks a significant milestone for the Authority.

“The full constitution of the Technopolis Development Authority Board under the Technopolis Act, 2026 marks an important milestone in our transition to a strengthened national mandate. The diverse expertise represented on the Board will provide the governance, strategic leadership and technical insight required to deliver on our expanded mandate. This appointment is significant as the Authority establishes the foundations that will position Technopolises as engines of innovation, investment and sustainable economic growth for Kenya especially as the country sets its ambition towards vision 2060,” said Okwiri.
